Dennis R. Dunston is an accomplished Senior Proposal Manager with more than 15 years of experience leading federal proposal development, capture support, technical writing, and business development initiatives for government contractors. He has a proven record of helping organizations pursue and win competitive federal opportunities by developing compliant, compelling, and customer-focused proposals. 

Dennis specializes in managing the entire proposal lifecycle—from opportunity identification and compliance reviews to technical proposal development, color team reviews, production, and final submission. His expertise includes Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), Task Orders, Blanket Purchase Agreements (BPAs), GWACs, IDIQ contracts, and GSA Multiple Award Schedule (MAS) opportunities. 

Throughout his career, Dennis has collaborated with executive leadership, capture managers, subject matter experts, and technical teams to develop winning proposal strategies across information technology, enterprise modernization, operations and maintenance, artificial intelligence, machine learning, professional services, and facilities management. His experience includes preparing technical, cost, and past performance volumes, developing compliance matrices, coordinating color team reviews, and producing executive-quality proposal graphics and documentation. 

Dennis is highly knowledgeable in the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), federal procurement processes, capture management, contractor teaming agreements, joint ventures, and subcontracting strategies. His analytical approach, attention to detail, and ability to manage multiple deadlines make him a valuable asset on complex federal pursuits.

Dennis holds a Bachelor of Arts in Mathematics from Hampton University and is Shipley Associates Certified in Managing Federal Proposals.

Cheryl Blackwell is a highly accomplished federal acquisition and contracts professional with more than 25 years of experience providing cradle-to-grave contract management and acquisition support across federal civilian and defense agencies. Throughout her career, she has successfully managed complex procurement actions, advised program offices on acquisition strategies, and ensured compliance with the Federal Acquisition Regulation (FAR) while supporting mission-critical government initiatives. 

As Senior Contracts Manager for Advance Gov Partners, Cheryl brings extensive expertise in federal procurement, contract administration, acquisition planning, market research, source selection, and post-award contract management. She has supported numerous federal agencies, including the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), the Smithsonian Institution, the Department of Treasury, the Environmental Protection Agency (EPA), the Department of Defense (DoD), the Department of the Interior (DOI), the Department of Housing and Urban Development (HUD), and the U.S. Agency for International Development (USAID). 

Cheryl has extensive experience developing acquisition strategies, preparing procurement packages, conducting market research, drafting Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Independent Government Cost Estimates (IGCEs), Justifications and Approvals (J&As), acquisition plans, evaluation criteria, and contract modifications. She is skilled in managing a wide range of contract types, including Firm Fixed Price, Cost-Plus-Fixed-Fee, Time-and-Materials, Labor Hour, GSA Schedule, and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
